Ian Efford was an ecologist and a professor in the University of British Columbia's Institute of Resource Ecology. He also served as director of the Marion Lake Project. Efford was asked to serve as an ecological consultant on the Skagit Valley project designed to raise the height of the Ross Dam on the Skagit River to provide more hydroelectric capacity for the City of Seattle.
